Roadworks, disruptions and detours

This page has information about roadworks and disruptions in Cardinia Shire, due to works being conducted by Council and by other agencies.

Upgrade works on the Bayview Road and Princes Highway intersection are continuing.

Works will include:

  • upgrading to fully signalised crossroad intersection
  • a westbound bus priority lane
  • construction of new Bayview Road South leg connecting intersection to Pioneer Way
  • Bayview Road north leg road realignment
  • dual right turn lanes into Bayview Road
  • left turn slip lanes into Bayview Road
  • cyclist and pedestrian facilities with dedicated bicycle lane signalisation
  • path connections
  • improved drainage
  • landscaping

Traffic signals are expected to be activated by April 2024.

Disruptions 

The Bayview Road intersection works were expected to be completed by December 2023 (as indicated in Connect magazine), however due to workforce shortages and unseasonably wet weather, the completion of construction has been delayed.

Works are now expected to be completed by the end of January 2024. We apologise for these delays and ongoing disruptions to the community. 

  • To ensure public safety, the median crossing will remain closed for the duration of works. Drivers will be unable to turn right in or right out of Bayview Rd.
  • Traffic management will be in place and delays are expected in the area.

Works are underway to upgrade Tivendale Road intersection on Princes Highway and construction is expected to be completed by April 2024, conditions permitting.

Upgrades include:

  • additional lanes in Tivendale Road 
  • additional Princes Highway through lanes
  • upgraded left-hand slip lane into Station Street 
  • westbound bus priority lane 
  • cyclist and pedestrian facilities, with dedicated bicycle lane signalisation, 
  • improved drainage
  • landscaping

Who's delivering it: Cardinia Shire Council

Disruptions 

  • Station Street is temporarily closed for asphalting works. Works are being completed from 27-29 February and Station St is expected to be reopened from 1 March 2024.
  • Starting from Monday 12 February 2024, access to the Princes Highway service road (near Siding Avenue) will be temporarily changed, while further intersection works are being completed. 
  • Traffic management will be in place, please obey all signs and instructions from traffic management staff, to keep all drivers, pedestrians, and contractors safe.

Upgrade works on Brunt Road and Pioneer Way in Officer are expected to be completed by the end of 2023, conditions permitting.  

These upgrades include: 

  • Partial duplication of Brunt Rd (from the entrance of Blue Gum Park to the railway line)
  • Installing a roundabout at the Brunt Rd, Pioneer Way, and Edinburgh Drive intersection
  • Extending Pioneer Way to connect with Brunt Rd
  • Pavement construction
  • Parking bays
  • Drainage

Disruptions*

  • Civil works on Brunt Rd and Pioneer Way are complete, however traffic management is remaining in place until public lighting can be activated in early 2024

Maintenance works on the wetlands located on Tantallon Boulevard in Beaconsfield will be underway from late September to December 2023, conditions permitting.   

Works will include: 

  • sediment pond desilting 
  • invasive vegetation (Typha) removal in the wetland 

Completed works will: 

  • restore the storage capacity of the pond 
  • restore the functionality and the native biodiversity of the wetland 
  • better protect the downstream waterways from erosion 
  • improve environmental amenity 
  • reduce flooding risk

Maintenance works on the wetlands located on Rosebank Lane in Beaconsfield Upper will be underway from 20 November 2023 to 31 January 2024, conditions permitting.    

Works will include:  

  • sediment pond desilting  
  • stormwater nutrients removal 
  • wetland outlet deblocking. 

Once complete, these works will:  

  • restore the storage capacity of the pond  
  • restore the functionality and the native biodiversity of the wetland  
  • better protect the downstream waterways from erosion  
  • improve environmental amenity  
  • reduce flooding risk

Kenilworth Avenue – Level Crossing Removal Project 

From Monday 15 January 2024, the Level Crossing Removal Project will permanently close access to Kenilworth Avenue from Brunt Road in Officer. 

Drivers are encouraged to detour from Kenilworth Ave down Wattle Crescent and Iceberg Road through to Rix Road.

From mid-January, the Department of Transport and Planning will be completing motorcycle safety improvement works along Gembrook-Launching Place Road between Gembrook and Launching Place. Works are expected to be completed by the end of March 2024, weather permitting.

Developers* are completing road upgrade works on Cardinia Road in Officer South.

Works will include:

  • Further upgrades to the intersection at the Freeway, duplication of the southern exit and footpath connections.
  • Duplication of Cardinia Road between Centenary Boulevard and the freeway roundabout and from Centenary Blvd to the Kaduna Business Park entrance.
  • Footpath installation linking into the freeway bridge and then into Officer.
  • Creation of a roundabout at Cardinia Road and Centenary Boulevard which also includes creation of the fourth leg of the intersection to the east to facilitate development further east.
  • Creation of a roundabout at Cardinia Road and the entrance to Kaduna Business Park
  • Creation of a signalised T-intersection at Cardinia Road and future Thompsons Road

These upgrades will improve connectivity and safety along Cardinia Road, both for residents and those travelling through.

The bulk of the intersection works are expected to be completed by the end of 2024, with further duplication works happening in 2025 as development continues*.

*Current construction plans are indicative only, and subject to change based on weather/equipment availability.

Who's delivering it (developers): Kaduna Business Park and Southpoint Business Park
Disruptions 
  • Traffic management and lane closures are in place. Portable traffic lights are being used to direct traffic through the operational lane.
  • On average, delays of 10 minutes are expected.

Developers* are completing road upgrade works at the Brunt Rd, Whiteside Rd, and Princes Hwy intersection in Beaconsfield. 

Who's delivering it on behalf on the developer: Winslow Constructions 

Ongoing works

  • Currently completing drainage installation in the highway centre median, which is experiencing delays.
  • Works are expected to recommence from 6 March and are projected to take approximately 6 weeks to complete.
  • The developer is engaging with the relevant authorities to arrange the relocation of underground infrastructure to allow the works to continue. 

Disruptions  

  • The barriers located at Princes Highway, Brunt Road and Whiteside Road have been temporarily removed by the developer, but are expected to be reinstalled for further works in the coming weeks.
  • Traffic management and lane closures are in place.
  • To minimise further disruptions to the community, Council is working with the developer to change to the current traffic management arrangements, while the service relocations are being completed.
