Sealed Road Renewal and Resurfacing works
Key points
More than $74 million is being invested in building, improving, and maintaining local infrastructure across Cardinia Shire in 2025-26
- Council manages over:
- 840km of sealed local roads
- 820km of unsealed local and rural roads
- We maintain sealed roads via our Renewal, Resurfacing and Drainage Works programs.
Road Pavement Renewal Program
We’re working to upgrade and maintain our existing sealed road network with our annual Road Pavement Renewal Program.
- In 2025-2026, we will rehabilitate 4.6km of local sealed roads across 4 townships.
Why we do road renewal works
- Road renewal works or rehabilitation is a full rebuilding of the road pavement. We do these works when the road pavement has lost its strength.
- This may be due to the road’s age or heavy usage. It may have potholes, rutting, cracking, and other issues.
- We may rehabilitate sections of a road or the entire road, depending on what’s needed.
What renewal works involve
The old road material is dug out and either reused on the same project or another suitable project. A combination of new and recycled material is then used to build a new road pavement, starting with the layers under the surface and finishing off with the black top surface.
Renewal works we’re doing
Works are now underway on the 2025-26 Road Renewal Program; roads include:

Sealed Road Resurfacing Program
To help maintain our local roads, Council is resurfacing and resealing almost 20kms of its existing road network in 2025-26.
Over 65 road segments across 18 townships have been prioritised as part of the annual program.
Depending on the road and its condition, treatments may include spray sealing or asphalt works.
Why we resurface roads
- Resurfacing works are proactive works to help prevent water damage to the road.
- Resurfacing at the right time may reduce pavement defects such as potholes, and prevent additional, expensive pavement rehabilitation works to be needed in the future.
- Resurfacing works help prolong the life of the road.
- Most types of road resurfacing works are done in the warmer months of the year.
What resurfacing works involve
We put a fresh layer over the top layer of the road, using either:
- asphalt: a bitumen-based concrete-like mixture of stone and bitumen laid at 30mm thickness or greater.
- spray seal: a layer of bitumen sprayed on the road and covered with stones.
How we determine what level of resurfacing work is required
Depending on the condition of the existing pavement, the road function and the traffic volumes, council will select either asphalt works to be completed or a spray seal.
Assessments are completed to determine what level of resurfacing works are required that maximise community benefit and amenity.
Planned resurfacing works
Annual works on Council’s Resurfacing and Resealing programs are scheduled to start from November 2025 and are expected to be completed June 2026.

*Please note that the planned resurfacing works may be subject to future change.
What to expect if your road is resurfaced
Loose stones
- If you have loose stones on your road, then it has had a spray seal – this is when stones are laid over a layer of bitumen, to provide a hard-wearing, skid-resistant surface.
- Loose stones will only be there for a short period of time. More stones are used than may actually stick to the surface. These extra stones will stay on the road about 7 days before being swept off. Once we remove them, they are recycled.
A sticky road
The road may get sticky on warm days after being resurfaced, so please be careful not to walk it into your house and/or vehicle if it comes into contact with your shoes.
