Expressions of Interest (EOI) open: Future tenant sought for Emerald Lake Park Precinct’s ‘display building’

Cardinia Shire Council is seeking Expressions of Interest for the future tenancy of the ‘display building’ at Emerald Lake Park Precinct, previously tenanted by the Model Railway operator.

The Council-owned building is an important part of the Emerald Lake Park Precinct, and Council seeks a new tenant that is passionate about the local community and tourism.

This EOI offers a unique opportunity for a business or local community group to establish itself within the heart of the Emerald Lake Park Precinct, and to take advantage of the 383.26 square metres of display space, plus shop, office and storage spaces, and toilet facilities.

Tenancy proposals submitted may or may not include the use of the optional 30x60m approx. model railway display, housed within the building.

Cardinia Shire’s Mayor Councillor Jack Kowarzik encouraged passionate business owners to seize this unique opportunity and submit a proposal.

“This is an exciting opportunity for a business to become an integral part of our treasured Emerald Lake Park Precinct. We’re looking for a tenant who will attract visitors from both within and outside Cardinia Shire, contributing to the vibrant future of our Hills community,” said Mayor Kowarzik.

Local Ranges Ward Councillor David Nickell observed the importance of the tenancy to the local community.

“This well-located and spacious display building is a significant feature within the Emerald Lake Park Precinct. When I reflect on the previous use of this Council asset, it’s impossible to imagine what the precinct would be like today if not for the former Model Railway businesses that have been a beloved fixture in our community since 1982.

“Over the past 40+ years, the various owners and operators of the Model Railway have helped preserve our local history, creating cherished memories for rail enthusiasts and shaping the vibrant Hills community we know and love today. We extend our heartfelt thanks to all the previous tenants for their dedication,” Cr Nickell said.

“I’m really looking forward to seeing what the future brings for the display building site and for our community. This Council asset offers so much for a business or community group to establish deep roots within our community and attract visitors to the precinct, as the previous businesses have done.”

Expressions of Interest can be submitted online through the eProcurement Portal at www.cardinia.vic.gov.au/eProcure until 2pm, Thursday 17 July 2025.

The property will be open for viewing, with Council officers available on site to answer any questions, on the following dates:

  • Friday 4 July 2025 from 9am – 10am
  • Wednesday 16 July 2025 from 1pm – 2pm

A popular green space on the edge of the city, Emerald Lake Park Precinct includes Emerald Lake Park and Nobelius Heritage Park.

Spreading out over approximately 41 hectares, the precinct is home to significant trees and heritage landscapes with beautiful gardens, exotic ornamental trees, bushland and lakes, including Lake Treganowan and Lake Nobelius.

The Park is also one of Puffing Billy’s key destinations and is popular destination for local tourism and events. Locals head there for a walk, play or a picnic, visitors come to ride Puffing Billy or join an outdoor celebration.
