Feedback open on the future use of 1 Halford Street, Upper Beaconsfield
Cardinia Shire Council is seeking expressions of interest and feedback from residents, community groups, and local businesses on the future use of the land at 1 Halford Street, Upper Beaconsfield.
The site, previously leased to a local nursery, has been vacant since early 2025, and Council wants to gauge community interest in the site to help shape the next steps for this local property.
Council is interested in understanding the perceived importance of the site and is seeking feedback on various potential uses for the site, such as:
- community uses (leases/licenses)
- commercial use (such as leasing to a business)
- selling the land
Council will be hosting a pop-up event in Upper Beaconsfield, where Council officers will be available to discuss the project and assist community members in providing their feedback.

Council officers initially proposed the lease or sale of the property to Council at its May meeting. However, Beacon Hills Ward Councillor Brett Owen put forward an alternate motion, which was carried, to include an invitation to community to suggest any other future uses for the property as part of a consultation process.
Cardinia Shire Mayor Councillor Jack Kowarzik said Council welcomes any ideas and expressions of interest from the community and emphasised the value of community feedback in informing Council decisions.
"Community input is invaluable in ensuring that our decisions reflect the wants and needs of our residents. I’d encourage everyone from the Upper Beaconsfield area to share their thoughts on how 1 Halford Street can best serve the community before Council makes a decision to sell, lease or use the property in some other suitable way,” Mayor Kowarzik said.
Beacon Hills Ward Councillor Brett Owen said it was vital that the community has the opportunity to share their ideas about the future use of the property, as they are the ones who will directly benefit or be impacted by its future use.
"The voices of Upper Beaconsfield’s local residents, businesses, and community groups are crucial in this consultation process. Their insights will help us determine the most beneficial use of the site, whether it’s for community activities, commercially leasing the property, selling the property or for other purposes that we perhaps have not yet considered.
“We’re looking forward to hearing from the community and working together to make informed decisions about the future of 1 Halford Street,” Cr Owen said.
The community engagement period will be open from Tuesday 10 June to Tuesday 8 July 2025. Feedback can be submitted by completing the survey on Council’s Creating Cardinia website at www.cardinia.vic.gov.au/haveyoursay.
