Proposed sale of Army Road Hall
Expires: Wednesday 15 October 2025
Cardinia Shire Council (Council), acting under section 114 of the Local Government Act 2020 (the Act) and the Local Government Best Practice Guidelines for the Sale, Exchange and Transfer of Land 2009, proposes to sell the Army Road Hall in Pakenham Upper to the Cardinia Civic Concern Band (the Band) for the certified market value of $20,000 (plus costs, excluding GST).
The Band has a long-standing connection to the site, having been based there for over 24 years. They are also recognised as the oldest band of their kind in Australia, and Council is pleased to support their continued success into the future. The Hall, located on Lot 1 TP238546B and Lot 2 on TP29705C, is in poor condition due to age, water damage, and limited investment over time. Despite this, the Band has expressed interest in purchasing the site and restoring it for the continued use and broader community benefit.
Council is proposing a direct sale to the Band, rather than placing the property on the open market. This approach is consistent with Council's land sale guidelines and reflects the unique history and community value of the Band's presence at the site.
In accordance with the Local Government Act and as part of its Community Engagement process, Council is inviting feedback on this proposal. Any person wishing to make a submission must do so in writing, no later than 5pm, Tuesday the 14th of October 2025, via:
