Electronic access system (SALTO) in Council-owned buildings
Key points
- Locks at a number of Council facilities are being replaced with an electronic access (SALTO) system. Groups that use these facilities have been contacted.
- This page has information for facility users on the new electronic access system and how to use it. It has instructions on the multiple options for using the system – which include a mobile phone app, a swipe card or a key fob - and what to do if the system isn’t working.
- The new system will have many benefits, including better security, the functionality to grant or limit access remotely, and the ability to produce access records.
- Over the next few years, the electronic access (SALTO) system will be gradually rolled out to all Council-owned facilities. User groups will be contacted before the new system is installed.
The 3 options for using the system
- Mobile phone app
- Swipe card
- Key fob
Mobile phone access is the most convenient option. (It can be set up remotely, and you don’t need to collect a fob or swipe card from us).
- If you haven’t already, please let us know which option you prefer.
- We’ll replace the number of keys already allocated to a user group with the same number of electronic access methods – for example, if you had 4 keys you could have 2 mobile phone app profiles, one key fob and one swipe card.
Using the mobile phone app
Download and set up the app
- In the app store (Apple and Android), search for ‘JustIN’. This will bring up the SALTO JustIN mobile app.
- Download the app.
- Once the app has downloaded, open it and allow notifications. Once you do this, you’ll get a notification on your phone once the door access ‘key’ has been assigned to you.
- Click ‘agree and continue’.
- Enter and confirm your mobile number.
- You’ll then receive a message asking if the number is correct. Press OK.
- A verification code will then be sent to you via SMS. Enter this number when prompted.
- Once you’ve finished setting up the app, contact our Buildings and Facilities team on 1300 787 624 to let them know the app has been set up. We’ll then send the door access ‘key’ to the app.
- Once you receive the ‘key’, refresh the app for the key to load. (If Bluetooth on your mobile device is turned off, the app will prompt you to turn it on).
- You can then tap on the Council ‘key’ to use it.
How to extend the expiry date for the app’s electronic ‘key’
The electronic key ‘expires’ every 7 days. All you need to do is refresh the app to get access for another 7 days. You don’t need to be at the facility to do this.
- Make sure you have an internet connection.
- Open the ‘JustIN’ app and select the Cardinia Shire Council key.
- Pull down on the screen so the loading wheel shows, then release. The app is now refreshed and your access has been extended.
How to use the app to unlock the door
- Open the ‘JustIN’ app and select the Cardinia Shire Council key.
- Press the large green button and hold the phone flat against the black sensor on the door. Once the light on the sensor turns green, the door is unlocked.
Once the door is shut, it will automatically lock again.
How to use the app to keep the door unlocked while the facility is in use (‘office mode’)
If the building needs to stay unlocked while being used, you can put the
door in ‘office mode’.
How to put the door in office mode
- Open the SALTO ‘JustIN’ app.
- Hold the phone flat against the black sensor on the door.
- Press and hold your finger down on the large green button. The light on the sensor will flash green.
- Keep holding the phone against the door for about another 10 seconds. Once the light flashes green again, the door is in ‘Office Mode’.
How to switch the door out of office mode to lock it
- Open the SALTO ‘JustIN’ app.
- Hold the phone flat against the black sensor on the door.
- Press and hold your finger down on the large green button. The light will flash green.
- Keep holding the phone against the door for about another 10 seconds. Once the light flashes red, the door is locked.
Using the key fob or swipe card
The instructions for using the fob and the swipe card are the same.
How to use the fob or swipe card to unlock the door
Hold the fob or swipe card flat against the black sensor on the door until the light on the sensor turns green.
Once the door is shut, it will automatically lock again.
How to use the fob or swipe card to keep the door unlocked while the facility is in use (‘office mode’)
How to put the door in office mode
- Hold the fob or swipe card flat against the black sensor on the door. The light on the sensor will flash green.
- Keep holding the fob/card against the sensor for about another 10 seconds. then green again. The door is now in ‘office mode’.
How to switch the door out of office mode to lock it
- Hold the fob or swipe card flat against the black sensor on the door until the light flashes green.
- Keep holding the fob/card against the sensor for about another 10 seconds. Once the light flashes red, the door is locked.
The alarm system and power outages
- The alarm system is separate to the SALTO electronic access system. The SALTO system runs on batteries so if a facility loses power, you’ll still be able to access it.
- Changing batteries for the SALTO system will be added to the maintenance schedule. Our Buildings and Facilities team are notified automatically if the batteries are running low.
If the system isn't working
During business hours (Monday to Friday): Call 1300 787 624 and ask to speak to our Buildings and Facilities team.
After hours: Call 1300 787 624 and advise that you’re having issues with the system. A contractor will be contacted.
Benefits of the new system
The new system will have many benefits, including the following:
- More secure – electronic access can be cancelled quickly and easily compared to replacing lost keys and changing locks. This is a huge benefit given that our facilities are accessed by many club and committee volunteers from the community.
- Access by mobile phone – Increased building security and convenience.
- Building access records – access records will now be able to be generated.
- Ability to grant access or lock the building remotely
- Ability to set facility access times
- Ability to grant access to multiple buildings: The same fob or app user profile can be programmed to provide access to several buildings if needed, so a person won’t need to carry multiple keys.
- More economical in the long term
