Submit your engineering plans

  • You can submit Subdivision Development Engineering and Drainage Engineering Plans online to our Development Team.    
  • You will often be asked to submit engineering plans as part of the planning permit process. 

You will often be required to submit Drainage Engineering Plans as part of your planning permit process.

Typical developments that require Drainage Engineering Plans include two lots with a common property driveway, Childcare or Medical Centres, Multi Lot Unit Developments, Industrial/Commercial Developments and similar.  

Fees

You will need to pay a Drainage Engineering Plan submission fee and a drainage stormwater inspection fee. These can be paid together when you use the submission form.

Drainage engineering plan submission fee

  • 1 to 2 houses: $155 
  • 3 to 10 houses: $311 
  • 11 houses or more: $518 
  • Industrial / commercial: $414 

Drainage stormwater inspection fee

  • $155 - all development sizes

Your stormwater inspections include:

  • an inspection of any connection to a Council stormwater pipe prior to backfilling
  • and an inspection upon completion of all works shown on the approved plan.

Note: A Works Within Road Reserve permit may also be required if you are constructing any assets in the Road Reserve.

What you will need to include with your submission

​​​​​​To submit your Drainage Engineering Plans, you will need your planning permit or subdivision number, plus the following documents (as relevant to your application):  

  • Full set of drainage plans, combined in a single PDF 
  • Drainage computations 
  • Water sensitive urban design (WSUD) documentation (if required by permit) 
  • Legal point of discharge response letter  
  • Construction Environmental Management Plans (CEMP) (if required by permit)

Submit your Drainage Engineering Plan

You'll receive a confirmation email when your application is received.  You should hear from us again within 21 days. If you do not receive a response within this time, please send an email to mail@cardinia.vic.gov.au.

Plans must comply with the Victorian Planning Authority's Engineering Design and Construction Manual (EDCM). Please use this manual for detailed requirements of the engineering plans outlined below.

An engineering plan submission for a Subdivision must include

  • detailed road and drainage plans
  • a geotechnical report
  • a pavement design report
  • drainage catchment plans and calculations
    • Q5 for residential areas
    • Q10 for commercial and industrial areas
    • Q100 including overland flow path cross sections.
  • vehicle swept path plans (for all intersections and court bowls)
  • a road safety audit report (for all intersections with arterial and secondary arterial roads).

Fees

Fees for these plans are:

  • A checking Fee in accordance with Clause 9 of the Subdivision (Permit and Certification Fees) Regulations 2016 (currently to the value of 0.75% of the total estimated cost of constructing the works proposed on the engineering plan). 
  • Construction Supervision fees in accordance with Clause 11 of the Subdivision (Permit and certification Fees) Regulations 2016 (currently to the value of 2.5% of the total estimated cost of constructing the works).

The fees will be calculated and requested from you later in the submission process.

Subdivision Development Engineering Plans are typically only for large developments. If you are unsure what form to use, please call us at 1300 787 624 and ask to speak to the Development Engineering Team.

Response timeframes
  • Functional Layout Plan: 21 days.  
  • Detailed Design Plans: 30 days.
