Changes to Council services due to COVID-19

  • This page has information on the Council services we've had to suspend or change during this time, due to government guidelines and recommendations. For all other information visit our COVID-19 Online Help Hub.
  • We're working closely with government agencies and following their direction regarding COVID-19. 
  • We're committed to delivering as many services to our community as we can, where it's safe and permitted to do so. We apologise for the inconvenience our service changes will cause, and thank you for your patience as we work to respond quickly to this changing situation.
  • We've activated plans towards ensuring the health and safety of our community and provision of essential community services. These plans are being continuously reviewed and updated as the COVID-19 situation changes.
  • As directions and recommendations from the Australian and Victorian governments change, we may need to make more changes to the way we're delivering services. Please monitor this page for updates. 

From 27 September at 11.59pm, metropolitan Melbourne (including Cardinia Shire) has moved to the Second Step restrictions.

In line with the Second Step COVID-19 restrictions,  you can visit all parks and reserves in Cardinia Shire (except for Mt Cannibal Reserve in Garfield North) for exercise and recreation, provided you follow these directions: 

  • up to 5 people (plus infants under 12 months) from a maximum of 2 households can meet outdoors for social interaction within 5 kilometres of their home.
  • You can have no more than 2 exercise sessions per day, split into a maximum of 1 hour each. 
  • Playgrounds and outdoor exercise equipment is open for use. 
  •  You cannot use skate parks, BBQ facilities, or BMX tracks. These are all closed until further notice.  
  • You must practise physical distancing and good hygiene.
  • You can still use cycling paths within 5 kms of your home provided you practice physical distancing and follow the restrictions outlined above.
  • Bookings for weddings and funerals in outdoor spaces are being accepted provided they meet the current restrictions on ceremonies and special occasionsthat religious gatherings take place outdoors with 5 people plus a faith leader. You can only travel up to 5km from your home to attend a gathering and only for 2 hours.

Mt Cannibal Fauna and Flora Reserve 
Mt Cannibal is closed until further notice to support the Victorian Government’s COVID-19 physical distancing requirements, and to protect public safety.

Emerald Lake Park 

In addition to the information above:

  • Fishing is now permitted again within 5 kilometres of your home.
  • Emerald Lake Park cafe will be closed until further notice. 
  • the paddleboats and model railway are also closed until further notice.

Deep Creek Reserve

In addition to the information above, the golf course remains closed.

Nobelius Heritage Park – the park is open but Emerald Museum is closed until further notice.

Libraries 

All libraries are closed until further notice.

  • Home delivery services are available.
  • Return chutes open 24/7 (but please do not use them if you do not feel well).
  • Online library events are taking place.  
  • All loan items have been automatically extended until Friday 6 November 2020. If you have an item on hold, it will be held for you until this date.

Maternal and Child Health (MCH)

Maternal and Child Health (MCH) services

All Maternal and Child Health centres are closed until further notice.

  • MCH nurses are visiting new babies. All other consultations are taking place via phone. 
  • To book a phone consultation call 5943 4250
  • A booked, phone consultation service is running on weekdays from 9am, with the last appointment each day at 3.30pm. To book call 5943 4250 
  • Home visits will be limited to 15 minutes in duration. We ask that only mother/primary carer and baby are in the room during the visit to minimise unnecessary interaction. 
  • The nurses will use hand sanitiser and recommended infection control procedures before, during and after each home visit to help prevent spread of the virus.

Kindergartens

  • From Monday 5 October, in line with Second Step restrictions, on-site kindergarten services in Cardinia Shire will reopen to provide education and care to all children, with hygiene and safety measures in place.
  • Our kindergarten providers will be in contact with families to provide more information soon.

Youth Services and youth facilities

Young people can still get support from our Youth Services team over the phone. Contact the team during business hours (8.30am to 5pm) on 1800 496 884 or myplace@cardinia.vic.gov.au

School crossing supervisors 
  • School crossing supervisors will be back on duty for when Prep to Year 6 students return to onsite learning. 
  • Please remember to stay at least 1.5 metres away from others when you are using the crossings.

Leisure facilities, stadiums and pools

Cardinia Life Leisure Centre, Pakenham
The centre (including the pools, all fitness classes and the gym) is closed until further notice.
 

Sports stadiums
All stadiums (including Cardinia Life and Officer Community Hub) are closed until further notice.
 

Pakenham Regional Tennis Centre is now closed for all court bookings, lessons and competitions until further notice.
 

Outdoor pools

Although Step 2 of the roadmap allows for the reopening of outdoor pools, please note that outdoor pools in Cardinia Shire (at Emerald, Garfield, Koo Wee Rup and Pakenham) will reopen in November, as per our usual annual schedule.

Community halls, hubs, centres and neighbourhood houses

The community facilities listed below are closed to the general public and to community groups until further notice. 

They will still be open for immunisation sessions and other essential services. 

  •  Community centres, halls, hubs and complexes
  • Neighbourhood houses - contact the neighbourhood houses directly for information about any essential services still operating.  
  • Senior citizens' centres
  •  Integrated child and family centres. (Service providers will keep in touch with clients to let them know when services will start again from these sites. Some are still delivering services in other ways, such as over the phone).

  • Room hire has been suspended at all facilities until further notice. 
  • Toomah Community Centre: For all Windermere enquiries please call 1300 946 337.
Cardinia Cultural Centre

Cardinia Cultural Centre is closed until further notice.

The centre's Vista Cafe is open for takeaways and an evening home delivery service only. 

Please do not enter the centre unless you're attending an essential service or picking up a takeaway order from the café.

  • All performances and events are cancelled. Ticket holders have been contacted directly to provide refunds. 
  • The centre is still open for immunisations and Red Cross blood donations, as these are essential services.

Vista Cafe

Cafe closed for in-restaurant dining, but open for: 

  • takeaways from Tuesday to Sunday 9am to 8pm – this service is only available to those who live within 5 kilometres of the café, in line with Stage 4 restrictions.
  • local home delivery (to Pakenham, Officer and Beaconsfield) from Tuesday to Sunday, 5pm to 8pm. 
    • Minimum delivery is $30; delivery fee $3. View the menu here
    • No cash payment. Credit cards will be accepted over the phone.

Immunisation sessions

Immunisation sessions are continuing, but please note there have been some changes to locations. Please refer to the immunisation sessions schedule for all changes.

  • Please do not attend the sessions if you are unwell or have had contact with someone in the last 14 days who has had COVID-19, or suspects they may have it. 
  • Please practise physical distancing and good hygiene before, during and after the session. 
  • Please use the hand sanitiser provided at the entrance to the sessions. Take care that the sanitiser is not used irresponsibly by infants.
  • We request that you attend in smaller groups where possible, such as carer and child only.
  • Due to extra cleaning processes, and the need to manage physical distancing measures, wait times may vary. We appreciate your patience.

Bushfire recovery centre 

  • The bushfire recovery centre at Tonimbuk Hall is closed until further notice. 
  • Lunches and community dinners have been suspended until further notice. 
Bin collection 

Bin collection continues as normal, but bins may be collected a little earlier in the day than usual. 

  • Bins collection days have not changed.
  • Avoid placing bins behind cars, or parking in front of bins. If you need to, you can place your bin in your driveway for collection. 
  • Remember to "physically distance" your bins by leaving 50 centimetres between each bin and other objects. 
  • Make sure your bins are not overflowing - the lids must be fully shut. You can squash bulky items such as boxes and containers, so you can fit more in your bin. 

Council and Town Planning Committee meetings

  • Town Planning Committee meetings are being integrated with General Council meetings. 
  • Meetings are being held online until further notice.

Playgroups

  • Supported playgroup sessions are still running online. 
  • All other playgroup sessions have been cancelled until further notice. 
Personal training 
  • A personal trainer can now exercise outdoors with a maximum of 2 clients. Physical distancing and cleaning requirements apply.
