Changes to Council services due to COVID-19

  • This page has information on the Council services we've had to suspend or change during this time, due to government guidelines and recommendations. For all other information visit our COVID-19 Online Help Hub.
  • We're working closely with government agencies and following their direction regarding COVID-19. 
  • We're committed to delivering as many services to our community as we can, where it's safe and permitted to do so. We apologise for the inconvenience our service changes will cause, and thank you for your patience as we work to respond quickly to this changing situation.
  • We've activated plans towards ensuring the health and safety of our community and provision of essential community services. These plans are being continuously reviewed and updated as the COVID-19 situation changes.
  • As directions and recommendations from the Victorian Government changes, we'll need to make more changes to the way we're delivering services. Please monitor this page for updates. 

From Tuesday 11.59pm on 27 October, the whole of Victoria is in Third Step restrictions.

Parks, nature reserves, playgrounds,  skate parks, BMX tracks 

You can visit all parks and reserves in Cardinia Shire (except for Mt Cannibal Reserve in Garfield North) for exercise and recreation, provided you follow the current restrictions

Mt Cannibal Fauna and Flora Reserve 
Mt Cannibal is closed until further notice to support the Victorian Government’s COVID-19 physical distancing requirements, and to protect public safety.

Emerald Lake Park 

In addition to the information above:

  • Fishing is permitted. 
  • Emerald Lake Park Cafe will reopen from Saturday 31 October. 
  • The paddleboats will reopen from Saturday 31 October. 
  • The model railway is closed until further notice.

Deep Creek Reserve
In addition to the information above, the golf course has reopened in line with current restrictions. Please check directly with the golf club for details.

Nobelius Heritage Park – the park is open but Emerald Museum is closed until further notice.


All libraries are closed until further notice.

  • Home delivery services are available.
  • Return chutes open 24/7 (but please do not use them if you do not feel well).
  • Online library events are taking place.  
  • All loan items have been automatically extended until Friday 6 November 2020. If you have an item on hold, it will be held for you until this date.

Maternal and Child Health (MCH)

Maternal and Child Health (MCH) services

All Maternal and Child Health centres are closed until further notice.

  • MCH nurses are visiting new babies. All other consultations are taking place via phone. 
  • To book a phone consultation call 5943 4250
  • A booked, phone consultation service is running on weekdays from 9am, with the last appointment each day at 3.30pm. To book call 5943 4250 
  • Home visits will be limited to 15 minutes in duration. We ask that only mother/primary carer and baby are in the room during the visit to minimise unnecessary interaction. 
  • The nurses will use hand sanitiser and recommended infection control procedures before, during and after each home visit to help prevent spread of the virus.



  • From Monday 5 October, in line with Second Step restrictions, on-site kindergarten services in Cardinia Shire reopened to provide education and care to all enrolled children, with hygiene and safety measures in place.

4-year-old funded kindergarten

  • 4-year-old funded kindergarten across Cardinia Shire will be offered at low cost or no cost to families for Term 4 (5 October to 18 December 2020) . For more information please get in touch with your kindergarten provider directly
  • All kindergartens will be operating at their full timetable.

Cardinia Life Leisure Centre, Pakenham
The centre (including the pools, all fitness classes and the gym) is closed until further notice.

Sports stadiums
All stadiums (including Cardinia Life and Officer Community Hub) are closed until further notice.

Pakenham Regional Tennis Centre is now open again for casual court bookings via Book a Court. The courts are still closed for lessons and competitions until further notice.

Outdoor pools

Although Step 2 of the roadmap allowed for the reopening of outdoor pools, please note that outdoor pools in Cardinia Shire (at Emerald, Garfield, Koo Wee Rup and Pakenham) will reopen in November, as per our usual annual schedule.

Community halls, hubs, centres and neighbourhood houses

The community facilities listed below are closed to the general public and to community groups until further notice. 

They will still be open for immunisation sessions and other essential services. 

  •  Community centres, halls, hubs and complexes
  • Neighbourhood houses - contact the neighbourhood houses directly for information about any essential services still operating.  
  • Senior citizens' centres
  •  Integrated child and family centres. (Service providers will keep in touch with clients to let them know when services will start again from these sites. Some are still delivering services in other ways, such as over the phone).

  • Room hire for permitted activities only, in line with current restrictions.  
  • Toomah Community Centre: For all Windermere enquiries please call 1300 946 337.
Cardinia Cultural Centre

Cardinia Cultural Centre is closed until further notice.

The centre's Vista Cafe is open for indoor and outdoor dining and takeaways, and for an evening home delivery service. 

Please do not enter the centre unless you're attending an essential service or picking up a takeaway order from the café.

  • All performances and events are cancelled. Ticket holders have been contacted directly to provide refunds. 
  • The centre is still open for immunisations and Red Cross blood donations, as these are essential services. 
  • For other essential service bookings contact the centre on 1300 887 624 or

Vista Cafe

Cafe now open for: 

  • indoor and outdoor dining and takeaways from Tuesday to Sunday, 9am to 8pm 
  • local home delivery (to Pakenham, Officer and Beaconsfield) from Tuesday to Sunday, 5pm to 8pm. 
    • Minimum delivery is $30; delivery fee $3. View the menu here
    • No cash payment. Credit cards will be accepted over the phone.

Immunisation sessions

Immunisation sessions are continuing, but please note there have been some changes to locations. Please refer to the immunisation sessions schedule for all changes.

  • Please do not attend the sessions if you are unwell or have had contact with someone in the last 14 days who has had COVID-19, or suspects they may have it. 
  • Please practise physical distancing and good hygiene before, during and after the session. 
  • Please use the hand sanitiser provided at the entrance to the sessions. Take care that the sanitiser is not used irresponsibly by infants.
  • We request that you attend in smaller groups where possible, such as carer and child only.
  • Due to extra cleaning processes, and the need to manage physical distancing measures, wait times may vary. We appreciate your patience.

Bushfire recovery centre 

  • The bushfire recovery centre at Tonimbuk Hall is closed until further notice. 
  • Lunches and community dinners have been suspended until further notice. 
Bin collection 

Bin collection continues as normal, but bins may be collected a little earlier in the day than usual. 

  • Avoid placing bins behind cars, or parking in front of bins. If you need to, you can place your bin in your driveway for collection. 
  • Remember to "physically distance" your bins by leaving 50 centimetres between each bin and other objects. 
  • Make sure your bins are not overflowing - the lids must be fully shut. You can squash bulky items such as boxes and containers, so you can fit more in your bin. 

Council and Town Planning Committee meetings

  • Town Planning Committee meetings are being integrated with General Council meetings. 
  • Meetings are being held online until further notice.

Outdoor fitness
and personal training 
  • Outdoor fitness or dance classes: You can exercise outdoors in a group of up to 10 people. A trainer is allowed in addition to this limit. 
  • Physical distancing and cleaning requirements apply.

The community bus is not currently available for bookings.

Cafe sessions have been suspended until further notice.
