Changes to Council services due to COVID-19

Parks, nature reserves, playgrounds,  skate parks, BMX tracks, BBQs are all open

  • Public gatherings in parks are permitted in line with restrictions.
  • Bookings for weddings and funerals in outdoor spaces which comply with current restrictions are being taken.

Mt Cannibal Fauna and Flora Reserve is open. 

  • The park is operating with a one-way only walking track to allow for physical distancing.
  • The public toilets are open.
  • Visitors to the park must follow the instructions on all signs at the reserve.
  • We are working with Victoria Police to monitor use of the park to ensure restrictions are followed.

Emerald Lake Park is open. 

  • Emerald Lake Park and Nobelius Heritage Park are open to visitors, provided current restrictions are followed.
  • The playground is open and BBQs can be used.
  • Fishing is permitted.
  • Emerald Lake Park Cafe is open.
  • The paddleboats is open.
  • The model railway is closed.

Nobelius Heritage Park is open. 

Emerald Museum is open.

Deep Creek Reserve is open. 

Deep Creek Reserve golf course and complex is open.

Deep Creek Nursery is open. 

Kindergartens are open.

Youth Services and youth facilities are open.

  • Youth Services’ face-to-face programs have resumed. 
  • My Place in Pakenham is open Monday to Friday 9am -12pm (by appointment only) and 1-5pm for drop in with our friendly Youth Workers onsite. 
  • Young people can continue to get support from our Youth Services team over the phone. Contact the team during business hours (8.30am to 5pm) on 1800 496 884 or

Restrictions will ease further on Friday 25 June with the following changes:


Cardinia Life Leisure Centre, Pakenham 

  • Venue capacity increased to up to 300 patrons across all indoor areas.
  • Venue capacity includes all patrons aged 1 year or older, as well as spectators. 
  • Maximum group size of 50 people. 

AQUATIC AREAS - open including:

  • 25m Pool 
  • Program Pool 
  • Toddler Pool 
  • Bookings not required, no restriction on length of stay. 

HEALTH CLUB/ GYM - open with 24/7 access.

  • Bookings not required, no restriction on length of stay. 


  • A maximum class size of 50 people. 
  • A return to standard winter group fitness timetable from Friday 25 June. 
  • Bookings no longer required. 


  • Competition and training returns to Winter Season fixturing and scheduling on Saturday 26 June. 
  • Casual access and court bookings return to regular programming and access. 


  • Reopening on Monday 28 June.
  • Open weekdays from 9.00am to 12.30pm. 


  • Classes resume on Friday 25 June.
  • An email has been sent to all students and families with further information regarding return dates and payments. 

Stay COVIDSafe

  • Check in using the Services Victoria QR code on entry to the centre. 
  • Please show your sign in to one of our friendly staff members on entry. 
  • Facemasks must be worn by all patrons aged 12 years or older, unless medically exempt.
  • Masks can be removed if: 
    • Performing any exercise or class that causes you to be out of breath or puffing 
    • Entering the pool or using showers

Senior's citizens centres - open

  • Density quotient of 1 person per 4sqm applies to these facilities.
  • Maximum venue cap 300 people. No group limits.
  • Victorian Government QR Code check in must be in place.
  • Contact the facility directly via their website, Facebook page or by phone for further information. 
  • Venues less than 600sqm can operate with a density quotient of 1 person per 2sqm or a venue cap of 150 patrons provided you have a COVID Marshal in place.
  • COVID Marshals are responsible for monitoring a site’s compliance with its COVIDSafe plan and industry obligations. 
  • COVID Marshals are required to complete training in accordance with Department of Health guidance, are required to be on-site at all times when operating in this capacity and must keep a duty roster.

Integrated children’s centres - open for kindergarten and immunisation services.

Cardinia Cultural Centre - open

  • Events and services at the centre will be running and open subject to density limits.
  • Shows are running subject to capacity and density limits.
  • The gallery is open.
  • Vista Café is open for service subject to capacity and density limits.

Council meetings and Town Planning Committee meetings will be open to the public but capacity in the public gallery may be limited due to COVID-19 density limits.
