Changes to Council services due to COVID-19

If you suspect you might have Coronavirus, refer to advice on the Department of Health website or call the Coronavirus hotline on 1800 675 398. Please keep 000 for emergencies only. 

  • The Department of Health and Human Services (DHHS) website (including the daily update page) and the Department of Health website are the best sources of up-to-date information about Coronavirus (COVID-19). DHHS has translated information if English is not your first language
  • We're working closely with government agencies and following their direction regarding Coronavirus (COVID-19). 
  • We're committed to delivering as many services to our community as we can, where it's safe and permitted to do so. 
  • We apologise for the inconvenience our service changes will cause, and thank you for your patience as we work to respond quickly to this fast-changing situation.
  • We've activated plans towards ensuring the health and safety of our community and provision of essential community services. These plans are being continuously reviewed and updated as the COVID-19 situation changes.

Service, program or facility

What's changed? 

Customer Service 

Our customer service centre (at Council's civic centre, 20 Siding Avenue, Officer) is closed until further notice, but you can still contact us online, or by phone, post or email.

Parks, reserves, playgrounds and sporting grounds 
  • If you feel well, you can still visit parks and recreation reserves across the shire to use open space areas for exercise and fresh air.
  • As of Tuesday 26 May, outdoor playgrounds, skate parks and outdoor gym equipment will reopen. This is in line with Victorian Government recommendations
  • We will work to remove ‘closed’ signs and tape from our playgrounds, skate parks and outdoor gym equipment as quickly as we can from this date.
  • BBQs are not allowed to be used, but you can use picnic tables and seating.  
  • At all outdoor locations, Victorian Government regulations regarding recreation activities must be followed - groups of no more than 10 people are allowed, and physical distancing must be maintained. 
  • Casual bookings for weddings, funerals and gatherings in our outdoor spaces and recreation reserves can now be made, as long as they meet the Victorian Government guidelines.
  • Emerald Lake Park re-opened to visitors (from Wednesday 13 May). See the Emerald Lake Park web page for more information on services and facilities available in the park, and on changes to park access due to construction of the new Puffing Billy Discovery Centre.  
  • Mt Cannibal reopened to visitors (from Saturday 16 May) as a one-way track, to allow physical distancing of 1.5 metres. 
  • Nobelius Heritage Park remains open, but Emerald Museum is closed until further notice. 
  • Deep Creek Reserve - The golf course and water play area are closed until further notice. The playground has reopened. The cafe is open for take away only. 

Pet registration 

We are accepting animal registration renewal payments up until 30 June 2020 without penalty. (Extended from 10 April).

Bin collection

Bin collection continues as normal, but bins may be collected a little earlier in the day than usual.

  • Funded 4-year-old kindergarten across Cardinia Shire will be free for Term 2 (from Tuesday 14 April), however timetables may have changed slightly. You should have received information about this from your kindergarten provider - if not, please get in touch with your kindergarten provider directly
  • Our kindergarten providers continue to offer 3-year-old kindergarten. The following providers are offering it at no cost to families during Term 2: bestchance services, Beaconsfield kindergartens, Gembrook Preschool and Cockatoo Kindergarten. Programs may be delivered a little bit differently than usual, so please get in contact with your kindergarten provider directly for more information.
  • If you would like to register your child for kindergarten for 2020, please go to the Register for kindergarten web page and use the online registration portal. 


All Casey Cardinia Libraries are closed until further notice. This includes the following libraries in Cardinia Shire:

  • Emerald Library
  • Pakenham Library
  • Cardinia mobile libraries

As of 1 June, return chutes are now open again (except for the mobile library) from 9am to 7pm. 

In response to COVID-19, Casey Cardinia Libraries is offering a home delivery service and has put together online video content including Baby Time, Tinies Time, Storytime and Sid Explores.

Our MCH centres are closed, but we're still doing phone consultations.

Youth Services

  • Young people can still get support from our Youth Services team over the phone. Contact the team during business hours (8.30am to 5pm) on 1800 496 884 or
  • My Place youth centre is reopening in a reduced capacity from Monday 1 June, 2020. This is in line with Victorian government COVID-19 restrictions.
    • The centre’s new opening hours will be Monday to Friday, 2.30 pm to 5.15pm.
    • No more than 15 people can attend the youth centre at a time.
    • Physical distancing still applies – at least 1.5 metres between people at all times. Other safe operating practices have been introduced in line with COVIID-19 guidelines.
    • Services that usually operate at My Place may be operating at a reduced capacity, or providing services online. For more information contact My Place on 1800 496 884 or view the Youth Services Directory

  • The Teenage School Holiday Program has been suspended until further notice. 
  • Most youth programs and groups are still running online. 
  • Our new COVID-19 Youth Services Directory has information about services available to young people in Cardinia Shire during COVID-19, as well as links to useful information.

Immunisation sessions

  • Sessions previously scheduled at Pakenham Hall will now be held at Cardinia Cultural Centre. 
  • The new Hills Hub in Emerald will now host immunisation sessions from Wednesday 15 April. These sessions replace those previously scheduled at Gembrook Community Centre.  
  • Please note the revised immunisation sessions schedule, which includes these changes.

Bushfire recovery centre 

  • The recovery centre at Tonimbuk Hall reopened on Monday 1 June. It will be open Mondays and Fridays, 10am to 3pm. 
  • Lunches and community dinners are still on hold.

Council and Town Planning Committee meetings

  • Town Planning Committee meetings are being integrated with General Council meetings. 
  • The public cannot attend these meetings in person. You can watch the meetings live-to-air via webcast

Cardinia Cultural Centre

  • The centre is closed until further notice and all performances and events are cancelled.
  • As of 1 June, the Vista Cafe has reopened, from Tuesday to Sunday 10am to 8pm for no more than 20 customers at a time. It is now also offering a limited takeaway menu. 
  • The cafe is also running an evening home delivery service from Tuesday to Sunday, 5pm to 8pm to Pakenham, Officer and Beaconsfield. See the Khans Hospitality Services website for details. 
  • The centre will still host immunisations and the Red Cross blood donation centre.

Playgroup and supported playgroup sessions have been cancelled until further notice. 

Leisure facilities and pools 

Cardinia Life leisure centre at Pakenham 

  • The pools reopen in a limited capacity from Monday 1 June, for lap swimming and water-based rehabilitation – 60-minute sessions are available for online booking. There is capacity for 20 swimmers per session and 3 swimmers per lane only - you cannot attend the pools without a booking. Visit the Cardinia Leisure website for information and to book online
  • Toilets are still available for use but the change rooms are closed. 
  • The health club, childcare service, stadium, cafe, group fitness classes and swimming lessons remain closed or unavailable. Memberships remain on hold.

Community bus 

The community bus will not be available for bookings until further notice.

Forget Me Not dementia cafe at Koo Wee Rup

Cafe sessions have been suspended until further notice. 

Community Leadership Program

Sessions are postponed until further notice. 


Community halls

  • Community halls will be temporarily closed to the public until further notice. Council and hall committees are working with hirers.
  • No bookings for community halls will be taken at this stage. Halls will be open for immunisation sessions.

Hills Hub

  • Community groups at the Hills Hub will resume limited service delivery from Monday 1 June, in line with COVID-19 restrictions. Please contact groups directly with any enquiries about services being provided. 
  • The Hills Hub remains closed to the general public at this time.

Pakenham Hall 

  • Pakenham Hall is closed and is not currently available for hire. 
  • Toilets in the hall are closed. Public toilets are available at PB Ronald Reserve. 

Neighbourhood houses and community centres

These will remain open but will have changes to their operation and program delivery. To find out more visit each centre's website or contact the centre directly

Community hubs

  • The Cockatoo Community Complex and Beaconsfield Community Complex will be temporarily closed to the public until further notice. No bookings are currently being taken at this stage and no activities will operate from these sites.
  • The Hills Hub in Emerald will no longer open for the first time to the public from 20 April as previously advised. Room hire at this facility will not be available until further notice. 

Senior citizens' centres

All centres will be closed until further notice: 

  • Pakenham Seniors Citizens
  • Cockatoo Senior Citizens
  • Koo Wee Rup Senior Citizens
  • Lang Lang Senior Citizens
  • Gembrook Senior Citizens
  • Emerald Seniors Citizens

Integrated child and family centres

Service providers located at these centres have closed or are delivering services in alternative ways e.g. by phone. The service providers will keep in touch with their clients and communicate when full service activity resumes from these sites.

Toomah Community Centre

  • Toomah Community Centre will be temporarily closed to the public until further notice.
  • Soul Food café at Toomah will also close until further notice.

Due to the Australian Government's limits placed on public gatherings to slow the virus' spread, the following Council or community events in Cardinia Shire have been cancelled or postponed.   

Council events

  • Citizenship ceremony  was to be held on Thursday 19 March. 
  • Walk against racism was to be held on Thursday 19, Friday 20 and Saturday 21 March.
  • Weed control workshop was to be held on Saturday 21 March.
  • Breakthrough ice education event (Youth Services) – was to be held on Tuesday 24 March. 
  • My Place Good Choice Awards event (Youth Services) – was to be held on Friday 27 March.
  • Harry Potter Party (Youth Services) – was to be held on Friday 3 April.
  • Green waste drop off days - were to be held on Friday 17 to Monday 20 April (Pakenham) and Friday 1 to Monday 4 May (Lysterfield).  
  • Detox Your Home collection - was to be held on Saturday 18 April. 
  • drumMUSTER collection - was to be held on Saturday 18 April. 

Community events 

  • Council is aware that the following community events have been cancelled or postponed.
