Amendment C238 - Draft Glismann Road Development Plan
About the amendment
Amendment C238 proposes to rezone the land in the Glismann Road area from the Rural Living Zone (RLZ) to the General Residential 1 Zone (GRZ1), apply a Development Plan Overlay (DPO) and Development Contributions Plan Overlay (DCPO) to the area and remove the Environmental Significance Landscape Overlay Schedule 1 (ESO1).
Council adopted to seek authorisation to prepare Amendment C238. Please read item 1 in the 19 August 2019 Council meeting agenda.
Council submitted the revised documentation to the Department of Environment, Land, Water and Planning (DELWP) on the 28 August 2019.
Council will continue to work with DELWP to ensure that the amendment request continues to be assessed and processed. Council must now wait for the Minister to authorise the preparation of the Amendment for the Glismann Road area before it can proceed to the exhibition of the amendment.
A report was presented to Council on 19 February 2018 seeking authorisation from the Minister for Planning to prepare an amendment to facilitate the development of the Glismann Road area (Amendment C238). The authorisation request and proposed amendment documentation was submitted to the Minister for Planning on the 29 March 2018.
In April 2018 DELWP advised Council that C238 required further review and that a decision on the authorisation application would be made as soon as possible following further review. In June 2018, DELWP outlined the matters that needed to be addressed by Council with regards to the submitted amendment documentation.
A report was presented to Council on 15 October 2018 to address the issues raised by DELWP and, outline the further investigations that had taken place since the report was presented to Council on the 19 February 2018. Council submitted the revised documentation to DELWP on 30 October 2018.
In March 2019 DELWP advised Council that outstanding issues needed to be addressed before the authorisation request can be further considered. The letter stated that a DCP (Development Contributions Plan) was considered to be the most suitable funding arrangement to ensure a coordinated delivery of infrastructure, transparency between council and landowners and to ensure the proper and orderly planning for the area.
A report was to be presented to Council on the 19 August 2019 to address the matters raised by DELWP and the anticipated next steps for Amendment C238. Council resolved to support DELWP’s recommendation that a DCP form part of the planning scheme amendment.
