Changes to Council services due to COVID-19
Key points
- This page has information on the Council services we've had to suspend or change due to Victorian Government COVID-19 restrictions.

Council services during COVID-19
Customer Service at the Cardinia Civic Centre:
- The Civic Centre which is located at 20 Siding Avenue, Officer, is open Monday to Friday 8:30am to 5pm.
- You can also contact us online, or by phone, post or email
- For online transactions that you make often, please visit the pay, report and apply pages.
Parks, nature reserves, playgrounds, skate parks, BMX tracks, BBQs are all open:
Bookings for weddings and funerals in outdoor spaces are being accepted provided they meet the current restrictions.
Mt Cannibal Fauna and Flora Reserve is open and:
- Operating with a one-way only walking track to allow for physical distancing.
- The public toilets are open.
- Visitors to the park must follow the instructions on all signs at the reserve.
- We are working with Victoria Police to monitor use of the park to ensure current restrictions are followed.
Emerald Lake Park is open and:
- Fishing is permitted.
- Emerald Lake Park Cafe is open.
- The paddleboats are working.
- The model railway is open.
Nobelius Heritage Park is open
Emerald Museum is open each Wednesday from 10am to 3pm and Sunday from 1.30pm to 4pm except public holidays.
Deep Creek Reserve is open
Deep Creek Reserve golf course is open
Libraries are all open:
- ‘Click and collect’ of binge bags and collection of items on hold available: You can place holds for items via the catalogue or app then once you’ve been notified the hold is available, bring your library card to the library during opening hours to collect.
- Free home delivery services are available.
- The mobile library is running its regular route again and is also running every Saturday.
- Return chutes open 24/7 (but please do not use them if you do not feel well).
- Online library events are taking place.

Maternal and Child Health (MCH) services are open:
Kindergartens are open
To register your child for kindergarten, please use our online registration portal.
Youth Services and youth facilities are open
- My Place is open Monday to Friday, 1pm to 5.15pm.
- Youth Services programs are operating face to face. For times and locations please contact My Place at 1800 496 884.
- Young people can also get support from our Youth Services team over the phone. Contact the team during business hours (8.30am to 5pm) on 1800 496 884 or myplace@cardinia.vic.gov.au

Leisure facilities, stadiums and pools
Cardinia Life Leisure Centre, Pakenham
- Childcare is open.
- Swimming lessons have started.
- 24/7 gym access has started.
- No bookings required for pool, gym, or group fitness.
- Memberships reactivated.

Sports stadiums
- Stadium competition has started.
- Casual basketball shooting can occur at Cardinia Life with no bookings required.
- Court bookings can be made by emailing sports.cardinia@alignedleisure.com.au
Pakenham Regional Tennis Centre
- Book casual courts via Book a Court
- Tennis lessons and competitions have returned.
Outdoor pools
Outdoor pools will be open to the public from December through to March on days where the forecast exceeds 26 degrees.

Community halls and hubs

Cardinia Cultural Centre
- The Customer service desk and Gallery is open Tuesday, Wednesday, Friday, Saturday and Sunday from 10am to 3pm.

- The theatre and box office is closed.

Immunisation sessions continue.

Bushfire recovery
- Pop-up recovery sessions are happening in various townships.
Council and Town Planning Committee meetings
- Meetings are broadcast live-to-air via webcast.
- Meetings recommence for 2021 in February.
Other events, facilities and information:
- Forget-Me-Not dementia cafes at Koo Wee Rup and Outlook is open.
- Playgroups have started.
- Bin collection runs as normal.
- For outdoor fitness and personal training, you can exercise outdoors in line with current restrictions.
- The community bus is not currently available for hire but will likely resume in early 2021.
