Changes to Council services due to COVID-19

  • This page has information on the Council services we've had to suspend or change during this time, due to government guidelines and recommendations. For all other information visit our COVID-19 Online Help Hub.
  • We're working closely with government agencies and following their direction regarding COVID-19. 
  • We're committed to delivering as many services to our community as we can, where it's safe and permitted to do so. We apologise for the inconvenience our service changes will cause, and thank you for your patience as we work to respond quickly to this changing situation.
  • We've activated plans towards ensuring the health and safety of our community and provision of essential community services. These plans are being continuously reviewed and updated as the COVID-19 situation changes.
  • As directions and recommendations from the Victorian Government changes, we'll need to make more changes to the way we're delivering services. Please monitor this page for updates. 

Last Step restrictions - key points 

  • Last Step restrictions as part of the roadmap to reopening are now in place (from 11.59pm on Sunday 22 November 2020). The same Last Step restrictions apply in regional Victoria and metropolitan Melbourne.
  • Face masks must be worn indoors (for example, in the supermarket or on public transport). A mask is not required outdoors if you can keep 1.5 metres distance from others. Face masks must be worn by all Victorians when they leave home, unless they have a lawful reason not to wear one or are outside and can keep 1.5 metres distance.
  • Keep your friends and family safe by meeting outdoors. There is a lower risk of spreading COVID-19 between people if you are outdoors.
  • Venues and facilities have specific requirements – such as operating with a COVIDSafe Plan, density limits (maximum numbers of people allowed in a space), cleaning and record keeping – please respect these.
  • If you have symptoms of COVID-19, get tested and stay home.

Parks, nature reserves, playgrounds,  skate parks, BMX tracks 

Parks, nature reserves, playgrounds,  skate parks, BMX tracks 

You can visit all parks and reserves in Cardinia Shire for exercise and recreation, provided you follow the current restrictions and practise good hygiene and physical distancing:

  • Playgrounds, outdoor exercise equipment, skate parks and BMX tracks are open for use. 
  •  BBQ facilities are closed until further notice.  
  • Bookings for weddings and funerals in outdoor spaces are being accepted provided they meet the current restrictions.  

Mt Cannibal Fauna and Flora Reserve 

Mt Cannibal Flora and Fauna Reserve is open to visitors again.

  • The reserve is operating with a one-way only walking track to allow for physical distancing between visitors.
  • The public toilets are open.
  • Visitors to the park must follow the instructions on all signs at the reserve.
  • We will be working with Victoria Police to monitor use of the park to ensure people are following the current restrictions.   

Emerald Lake Park 

In addition to the information above:

  • Fishing is permitted. 
  • Emerald Lake Park Cafe is now open again (from Saturday 31 October). 
  • The paddleboats are now operating again (from Saturday 31 October). 
  • The model railway is now open again (from Tuesday 9 November.)

Nobelius Heritage Park – the park is open but Emerald Museum is closed until further notice.

Deep Creek Reserve
In addition to the information above, the golf course has reopened in line with current restrictions. Please check directly with the golf club for details.

Libraries 

All libraries (except Bunjil Place Library) are open again, with density limits in place. 
Opening hours:
Monday to Friday, 10am to 4pm
Bunjil Place Library is open for click and collect only on Saturdays.

  • ‘Click and collect’ of binge bags and collection of items on hold available: You can place holds for items via the catalogue or app then once you’ve been notified the hold is available, bring your library card to the library during opening hours to collect.
  • Free home delivery services are available.
  • The mobile library is running its regular route again and is also running every second Saturday.
  • Return chutes open 24/7 (but please do not use them if you do not feel well).
  • Online library events are taking place.

Maternal and Child Health (MCH)

Maternal and Child Health (MCH) services

  • Our Maternal and Child Health centres have reopened, or are in the process of reopening, for face-to-face consultations for 2-week, 4-week, 8-week and 4-month old checks.
  • We're planning for the return of face-to-face consultations and new bookings for babies and toddlers over 4 months of age.
  • To book an appointment or make an enquiry call 5943 4250 between 9am and 4pm weekdays.
  • Planning is also underway for the return of face-to-face group sessions.
  • The 15-minute time limit for face-to-face consultations has been removed.
  • Nurses are visiting newborn babies in their homes.

In line with DHHS requirements and to help keep our staff and clients safe:

  • COVID-19 infection control and social distancing measures are in place for all face-to-face consultations. Extra time has been added to each consultation so that surfaces can be sanitised and cleaned between visits, and pre-visit screenings for COVID-19 risk can be conducted.
  • Everyone aged 12 and over must wear a face mask during face-to-face consultations. (Please note that it's not safe for babies and toddlers to wear masks).
  • Please do not bring other adults or children to your consultation, if possible.

  • On-site kindergarten services in Cardinia Shire have reopened to provide education and care to all enrolled children, with hygiene and safety measures in place.

4-year-old funded kindergarten

  • 4-year-old funded kindergarten across Cardinia Shire will be offered at low cost or no cost to families for Term 4 (5 October to 18 December 2020) . For more information please get in touch with your kindergarten provider directly
  • All kindergartens will be operating at their full timetable.

(Breakfast and lunch menu: 9am to 3pm; dinner menu: 5pm to 8.30pm).  

Lunch pick ups and takeaway: 7 days a week

Immunisation sessions

Immunisation sessions are continuing, but please note there have been some changes to locations. Please refer to the immunisation sessions schedule for all changes.

  • Please do not attend the sessions if you are unwell or have had contact with someone in the last 14 days who has had COVID-19, or suspects they may have it. 
  • Please practise physical distancing and good hygiene before, during and after the session. 
  • Please use the hand sanitiser provided at the entrance to the sessions. Take care that the sanitiser is not used irresponsibly by infants.
  • We request that you attend in smaller groups where possible, such as carer and child only.
  • Due to extra cleaning processes, and the need to manage physical distancing measures, wait times may vary. We appreciate your patience.

Bushfire recovery centre 

The bushfire recovery centre at Tonimbuk Hall is still closed, however pop-up recovery sessions are happening in November and December in various townships.

Bin collection 

Bin collection continues as normal, but bins may be collected a little earlier in the day than usual. 

  • Avoid placing bins behind cars, or parking in front of bins. If you need to, you can place your bin in your driveway for collection. 
  • Remember to "physically distance" your bins by leaving 50 centimetres between each bin and other objects. 
  • Make sure your bins are not overflowing - the lids must be fully shut. You can squash bulky items such as boxes and containers, so you can fit more in your bin. 

Council and Town Planning Committee meetings

  • Town Planning Committee meetings are being integrated with General Council meetings. 
  • Meetings are being held online until further notice.

Playgroups

  • Supported playgroup sessions are still running online. All other playgroup sessions have been cancelled until further notice. 
  • Smalltalk Supported Playgroup is expected to start regular face-to-face group sessions again in 2021.

  • The community bus is not currently available for hire.
  • Bookings will likely resume early in 2021, dependent on Victorian Government COVID-19 restrictions and public health advice.
