Council on 29 June 2009 resolved to sell a 2.9 hectare parcel of land bounded by John Street, Henry Street, Cook Drive and Treloar Lane by private treaty to Fabcot Pty Ltd, a subsidiary of Woolworths.

Council’s decision followed an expression of interest process for the site. It is proposed that a new Woolworths department store, supermarket and specialty shops be developed on the site.
 
Proposal
Key components of the proposal include:
 
 total project value – $80 million
 the development will generate more than 700 jobs within the Shire
 a Woolworths department store i.e. Big W
 a Woolworths supermarket
 specialty shops
 a food court area and public facilities
 approximately 1,108 public car parking spaces (at grade and underground) for the central business district.
 

Benefits of the project for Pakenham
The project will bring many jobs, shopping and personal convenience and expanded shopping opportunities that will encourage for more people to come to Pakenham and Cardinia Shire.

The development is the first stage of a range of improved and expanded retail and community facilities that will underpin the viability and vitality of Pakenham.
 
When will the redevelopment start?
Demolition works and bulk earthworks are expected to commence in September/October with bulk earthworks completed by Christmas. A separate contract will be let, by Woolworths, for construction of the development on completion of the bulk earthworks. Construction is expected to take 18 months with the project scheduled for completion in mid 2011.
 
Access around the site
The site will be fully fenced and secured from the commencement of site works until completion. Vehicle access to Treloar Lane is expected to continue during construction. The existing footpath on the south side of John Street will remain open.

Discussions are underway regarding the possibility of staged access to some of the car parking spaces in the Treloar Lane area.
 
Temporary car parking during construction
Council has opened a new temporary car park with approximately 150 spaces on land in Cook Drive/Henry Street. Approximately 70 parking spaces are also available at PB Ronald Reserve behind the Town Hall.

Council is investigating other public car parking options and will inform the community via advertisements in local papers, information sheets and this website as further arrangements are made.

 
Library services
Pakenham Library opened in a temporary home at PB Ronald Reserve on Monday 24 August on the former netball Courts in John Street, between the CFA running track and Pakenham outdoor pool. Council and the Casey Cardinia Library Corporation will ensure residents have ongoing access a full range of library services while a new library and public hall are built on PB Ronald Reserve.

Library opening hours will be from 10am to 6pm on Mondays, Tuesdays and Fridays, 10am to 8pm on Wednesdays and Thursdays and 10am to 4pm on Saturdays.

Later this year, Council will begin the process of construction of the $7.1 million project, delivering a range of modern and expanded facilities to the local community.
 
Public toilets
The old public toilets will be demolished and new facilities provided as part of the redevelopment. Toilet facilities will be provided beside the temporary car park in Cook Drive/Henry Street. Public toilets are also located at PB Ronald Reserve and Pakenham Place shopping centre, next to Target and next to Gloria Jeans.
 
Traffic controls to keep heavy vehicles away from the CBD
There will be a need for large vehicles to access the site during the construction period. The developer must submit a site plan and traffic management plan for Council to review and approve.

Once in operation and as a condition of the planning permit, delivery vehicles will have access the site from Racecourse Road, along Railway Avenue to Henry Street, then along Station Street into Cook Drive and back into Henry Street where the site loading bay.
