Footpaths are public spaces. Pedestrian access and safety is the primary purpose of footpaths, not trading.
Footpath trading, including outdoor dining, goods on display and a-frames has added interest, colour and appeal to the Shire's townships and is an important part of Cardinia Shire's shopping experience.
Council has a responsibility to manage and maintain pedestrian safety, traffic flow and improve visual amenity. Council's Footpath Trading Code (PDF, 107kb) provides a continuous, accessible path of travel for pedestrians.
The main aim the code is to maintain a practical balance between pedestrian safety and access and the activities of traders; and regulate all commercial activity on our footpaths to achive fairness and equity between traders.
