Each year, before declaring the rates, Council prepares the budget for the next financial year. The budget includes an estimate of all expenditure and revenue required for the year. The revenue estimate includes governemnt funding, user pays fees, registrations and rates. Rates make up approximately 53 per cent of Council revenue.
